Dock Regulations
Part I
Rules Governing Use of Slips and Piers
1. Trash and garbage shall not be thrown overboard from boats or docks. Place all trash and garbage in the proper receptacles provided therefore.
2. Gear shall not be piled upon the piers, nor shall gearboxes be installed in a manner as to constitute a hazard to persons using the pier, or to obstruct free passage.
3. Individual metered electrical outlets are provided on the piers for use of slip holders. Adequate ship-to-shore cords must be used to minimize the danger of overheated cords and fire endangering other boats and dock facilities. Slip occupant is required to have slip electric activated in their name within 10 days of slip assignment.
4. Electrical outlets on light poles are reserved for emergency and guest use. Such use must not be abused.
5. Installed dock lights, and lights on steps and ramps are SAFETY DEVICES. No one will disconnect lights. Non-operative lights are to be reported to a member of the Dock Committee for immediate remedial action.
6. Any change of wiring, outlets or other associated electrical equipment must be reviewed and approved by the Dock Committee prior to change.
7. The Dock Committee has adopted a series of standards to maintain uniformity and pleasant appearance. Prior to any change to the dock facilities, such change must be reviewed and approved by the Dock Committee, this includes but is not limited to any attachments to dock pilings (including nails, hooks, "separating lines," fender materials etc ... ) or modifications to dock boards (including cleats, carpet, paint, fender material)
8. Water is provided on the pier. However, members are cautioned that the capacity of the water system is limited and are urged to be moderate in their use of the water. Use of dockside water for washing down boats is permitted but shall not be abused. Restrictions will be placed on water use if it becomes necessary.
9. Size and location of dock boxes shall be reviewed and approved by the Dock committee. Optional sizes are 2x2x3 or 2x2x4 feet. All dock boxes shall be painted white.
10. Current slip holders are required to maintain proof of current liability insurance on file with the Secretary Treasurer annually, or when the policy renews. Members who fail to provide proof of insurance will be asked to remove their boat from the marina. Insurance must include coverage for fuel spills and cleanup. Guests of members must also maintain the same insurance policy.
11. Fueling a vessel at WRYC docks or on WRYC grounds is strictly prohibited.
Part II
Assignment of Slips
1. Responsibility: Assignment and control of all slips and mooring facilities shall be administered by the Dock Committee, headed by the Vice Commodore.
2. Slip Assignments:
a. Slips, either temporary or permanent assignment, shall be assigned only to an active or provisional individual member of the club.
b. Slips shall be permanently assigned on an annual basis. Unassigned, or unused slips (as determined by the Dock committee) shall be available for temporary assignment, but shall be subject to termination upon notice by the Dock Committee.
c. Any boat kept in a slip (other than visiting boats as defined in Part III) must be wholly owned by an active or provisional member or members of the Club.
3. Slip rental:
a. Slip rental, except as otherwise provided herein, shall be at a rate approved by the Board of Governors, and payable in advance on the first day of January. The term of permanent slip assignments shall be as provided for in Dock Regulations Part II section 2-b, and not be eligible for refunds for partial use or payment plans except as provided herein. When a slip is permanently assigned subsequent to the first day of a quarter, the rental for the remaining part of the quarter shall immediately become due and payable, computed to the nearest one-half month.
b. Sub-Occupant slip rental shall be the same as permanent slip rental. See Part III for Guest Dock charges.
c. Members with boats berthed at the Club may maintain small boats or dinghies in areas approved by the Dock Committee.
d. Members may request special payment plans or refunds of unused slip rental in writing to the Board of Governors including the reasons for requesting such. It will be at the discretions of the Board of Governors, as indicated by majority vote, as to grant the request.
4. Provisions for Temporary Assignment of Slips:
a. In the event of a contemplated absence of 10 or more days, a slip holder must notify the Dock Chairman of such absence.
b. Permanently assigned slips, when not occupied by the members boat, may be temporarily assigned to a sub-occupant by the Dock Committee during the members' absence from the slip.
c. Rental resulting from such a temporary sub-occupancy assignment shall accrue to the club and shall not operate to reduce the permanent rental of the member.
d. Temporary slips shall be assigned by the Vice Commodore, and slip rental shall be the same as the permanent slip rental.
e. The assignment shall be based on the adjusted seniority of an individual member as listed on the Slip Assignment Waiting List, hereafter called the "Waiting List."
f. When a temporary slip becomes available, the Vice Commodore shall contact verbally those on the Waiting List starting with the most senior and continue down the Waiting List until the slip is assigned.
g. Acceptance or refusal of a Temporary Slip Assignment shall not affect seniority status on the Waiting List.
h. Mutually agreed swapping of slips between temporary slip holders will be approved and recorded by the Vice Commodore.
i. Senior Temporary Slip Holder, upon loss of his temporary slip to a permanent slip holder, shall be assigned, ifhe so requests of the dock Chairman, the slip of the most junior of the temporary slip holders. If the "Senior Temporary Slip Holder" cannot use the vacated slip, than the Dock Chairman shall re-arrange the temporary slip assignments to assure that the senior temporary slip holder shall not be without a slip.
j. Any departure from the above procedure must be presented to the board of Governors for approval.
Part III
General Provisions
1. Visiting Boats:
a. Boats belonging to club members or to guests of Club members will be allowed guest privileges at the guest dock or other available berthing areas determined by the Dock Committee. Advance requests for dockage should be made to the Dock Chairman for special occasions or party dates at the Club.
b. Boats of members and member-invited guests will be charged $10.00 per day. The Dock Committee may establish a limit on the time for
such privileges.
2. Other Provisions or Requirements:
a. Permanent slip holders may trade slips on a temporary basis with the approval of the Dock Chairman.
b. When a slip holder expects to be "out of town" for any extended length of time he should make arrangements for the care of his boat. Also, he should post on the Bulletin board the name address and phone number of someone to be notified in case of accident, serious leakage or other damage to his boat
c. Mooring in any space, other than numbered slips, guest dock or other temporary docking permitted by the Dock Committee must be approved by the Board of Governors.
3. Vacating Slips:
Slip holders must notify the dock Chairman upon the sale of a boat berthed at West River Yacht club. Said boat must be removed from the Club
property effective within twenty (20) days of date of sale. (See Article VII, Section 7, Club By-Laws regarding removal of deceased members
boat.)
4. Children on Docks:
a. Parents shall be responsible to ensure that their children, or children of their guests, observe the following in the dock area:
1. No running.
2. No playing on the bulkhead.
3. No playing on escape ladders
4. No playing on floats or small boats.
5. Those under 10 years of age, or non-swimmers, must wear personal flotation devices when not accompanied by an adult.
Provisional Membership Rules and Regulations
Rights and Responsibilities
1.Member may berth a boat at the club, and will be guaranteed a slip during the year- however the slip location is subject to change.
2.Member must maintain adequate insurance for his boat and provide proof of insurance to the Dock Chairman.
3.Member may use all club facilities.
4.Dues are non refundable, paid annually, and are due upon acceptance of application by the West River Yacht Club Board of Governors.
5.Provisional membership shall last no longer than twenty-four months. The provisional membership period runs on the calendar year (January thru December). Dues for provisional membership shall be assessed on a full calendar year but prorated by month should the provisional members’ first calendar year be partial. Upon December 1st of the first calendar year, a provisional member must apply via letter to the membership chairman to renew for the second year. The Board of Governors may accept or decline the request. If accepted the provisional member must apply for Active membership prior to October 1st of the second calendar year. Application for Active membership requires the following:
a.Acquire one sponsor from active membership who has known the provisional member at least one year and one co-sponsor from active membership who has known the provisional member at least six months.
b.Complete the Active membership application and return to the membership chairman with:
i.Check for $1000 initiation fee (refundable if application is rejected)
ii.Letter from applicant stating why they wish to join.
iii.Letter of support from both the sponsor and co-sponsor.
The provisional member is required to remove their boat from the marina by December 31st if renewal of provisional membership or acceptance of Active membership is not granted.
6.Member must conduct himself, and be responsible for his guests, conducting themselves, in a manner that is not injurious to the welfare of the Club, its members or assets. Should the member be implicated in any such occurrence the Club may terminate the provisional membership and will distribute a prorated refund.
7.Guests of provisional members are permitted on the grounds only if provisional member is present.

House and Grounds Rules
1. 2400 Cut off time for loud parties that could annoy our neighbors. Senior Officer present shall enforce this rule. Should no Officer be present, the Senior Member present shall act in his place.
2. There shall be no overnight sleeping in the Clubhouse
3. No pets shall be allowed in the Clubhouse during Club functions when food is served. All pets shall be in a leash when on the club grounds or
docks from 1600 Hours (4:00 PM) Fridays to 0900 (9:00 AM) the following Monday, as well as during club functions and on Holidays. A Dog Walk is established between the Dingy Rack and the South Bulkhead. Owners will use this area for exercising pets and will ensure that all droppings are cleaned up here or elsewhere on the grounds where their pets have relieved themselves.
4. It shall be the responsibility of the Member leaving the Club last to secure the Clubhouse. This includes closing windows, locking doors, reducing heat and turning off all lights and other electronic equipment.
5. The Club's facilities are for the use of its Members. The RC is responsible for approving individual member functions. It shall be the responsibility of each Member using the facilities to restore the club and grounds to orderly fashion following such use.
6. Parents shall be responsible for the safety and proper behavior of their children.
7. In recognition of the death of a Member, the national colors may be flown at halfmast on the weekend following and during the Club meeting
following his death.
8. There shall be no parking in the driveway.
9. The parking space nearest walk to docks shall be used only during time required to unload supplies.
10. The attic companionway shall be kept cleared of all personal gear.
11. No volatile liquids such as paints or solvents shall be stored in the attic gear lockers.
12. No liquids subject to freezing shall be stored in the attic gear lockers during the winter season.
13. No personal gear shall be stored on Club property other than in the attic gear lockers.
14. Attic gear lockers shall be assigned by the Chairman of the House Committee in a similar manner as slips are assigned.
15. A trash dumpster and recycling containers are provided for member use limited to refuse from normal club events/operations and boats.
Personal member use of these receptacles for trash other than above will be permitted subject to payment equivalent to one half normal month service fee.
